It means if actual weight of the moving items is below the estimated then also the price remains same and it wont change the price even the weight of the items goes above the estimated weight( unless and until you do not add any extra items to one that was estimated).
A drawback with binding estimate is that after sinning contract at lower price, the quality of the material used for packing may decline.
Non binding moving companies estimates is most common type of estimate that are based on the actual weight of items to be moved on. This will allow you to add any further items and other services and are flexible enough to you. But aware of that the services and items you add will increase that cost of moving. So research well which moving companies provide you best service and with affordable cost.
